Did you use a apparel template?
Did you convert your text to outlines?
Did you size your image to the actual design size?
Did you put each color on its own layer?
Did you embed all artfile in the document?
Is your file a vector file ie .AI .EPS . Vector PDF Vector
Is your file a (photo) files ie PSD, JPEG, PNG at high resolution?
Is your file size 300DPI or higher?
If you can awnser YES to thesequestion there should be NO art charges.
Did you send a (photo) files ie PSD, JPEG, PNG,TIFF in low resolution?
If your awnsered is YES, there could be art charges of $45.00 per hour
